Holmdel's Humanities Chief Accepts Post As A Principal in Fair Haven

Holmdel Curriculum Superviser Susan Alston has accepted the position of Fair Haven's?Viola L. Sickles School Principal.?

She was appointed to the position at a pro-rated salary of $120,000, taking over from Principal Tom Famulary in January. Sickles School is a PreK-3rd grade school. Her appointment?was unanimously approved by all nine board members.?

Alston is currently the longtime supervisor of Humanities ? social studies, English, language arts and ESL ? for the entire K-12 district and recently became certified as a principal.?

"She is thrilled about the principalship," said Fair Haven Board of Education President Mark Mancuso. "One of the things she said in several interviews is that she?s really looking forward to getting back to being with kids, because as a supervisor (you're) really not engaged with the kids on a regular basis."

Alston echoed that sentiment while having a piece of celebration cake.

"I'm so excited. I'm absolutely thrilled," Alston said. "I have just such (a) good vibe about Fair Haven and I've heard such wonderful things about Sickles School. I'm also thrilled to be getting back to working with students again ? as well as teachers."

Cronin read a portion of "one of many" references sent to her on Alston's behalf, pointing out that it encapsulized the very reasons why she was chosen for the job:

"Susan is a leader and a lifelong learner ... She is well suited to this career path because of her personal and professional qualities ... She is cordial, respectful and caring; and, she listens, assesses and acts in a thoughtful manner ...Susan gets along well with faculty, support staff, students and parents. The search team, comprised of teachers, administrators, board members and a board committee, "all agreed that those were the things that drew us to Susan," Cronin said.

Last year in Holmdel, Alston appeared at public meetings at Indian Hill School and Village School to defend and explain the rollout of the Holmdel school district's new literary initiative, Readers Workshop, to parents critical of the program and unhappy with its demands.

A subsequent review by a board of education curriculum committee affirmed the value of the program, but made recommendations to allow it to be more flexibile, and to provide more ways for the schools to communicate student progress with parents.?

Alston's resignation has not been announced by the Holmdel Board of Education.?

NEW YORK (AP) ? Microsoft kicked off a campaign for its newest operating system, Windows 8, and its Surface tablet computer at New York's Pier 57. Designed to run on both PCs and tablet computers, Windows 8 heralds the biggest change to the industry's dominant operating system in at least 17 years.

Windows 8 attempts to bridge the gap between personal computers and fast-growing tablets with its touch-enabled interface. It represents Microsoft's answer to the growing challenge from Apple's iPad.

The launch event came amid a slew of other tablet offerings ahead of the holidays. Apple Inc. unveiled its iPad Mini with a 7.9-inch screen on Tuesday. Amazon.com Inc. and Barnes & Noble Inc., makers of the 7-inch Kindle Fire and Nook Tablet, are coming out with larger versions next month.

Surface is Microsoft's first venture into making computer devices. The device goes on sale Friday, as will computers and other tablets running Windows 8.

Here's a running account of the Windows 8 event, presented in reverse chronological order. All times are EDT.

Presenters include Microsoft CEO Steve Ballmer; Windows chief Steven Sinofsky; Julie Larson-Green, the executive in charge of Windows Program Management; Michael Angiulo, who heads the Windows Client and Ecosystem Team; and Panos Panay, general manager of the Surface team.

Sinofsky said the Surface has twice the storage memory as competitors for the same price ? though he didn't mention that about half of it gets taken up by the operating system and pre-loaded software.

The Surface event wrapped after about 40 minutes.

There's a keyboard cover for Surface, costing $100 extra for the basic, $499 device. There are "keys" on the cover that allow for typing. Panay noted that the cover is pressure-sensing, so if you just rest your hands on it, it's not going to start erratically typing.

The cover also folds back and can act as a support for the device's kickstand if you're placing it on your lap.

As previously disclosed, the Surface will come with the Office software suite for word processing, spreadsheets and other business tasks. Other tablets running Windows RT, the lightweight version of the operating system, will also come with a version of Office for free.

One thing missing from Thursday's launch event: partners, such as PC makers, on stage.

With the launch of Surface, Microsoft is competing with some of its partners. One analyst suggested that PC makers didn't want to come because of that, as going alone in a presentation was unusual.

"Maybe it's a freeze-out because of the Surface," said Richard Doherty, CEO of technology assessment and market research company Envisioneering.

Larson-Green said there was no such tension. She said PC makers gave Microsoft devices to show on stage, and representatives from each of them were in the audience.

"We made it a Microsoft event to keep it short," Larson-Green said.

The event clocked in at less than an hour. By contrast, Apple's event Tuesday went about 75 minutes ? and that was short for the company. That event didn't have any partners either, though past events from Apple have had them.

Included with Windows 8 is a new version of Microsoft's browser, Internet Explorer 10. Microsoft says it's "perfect for touch" and will be designed to work seamlessly with its Internet-based storage service, SkyDrive. It's similar to how the latest version of Apple's Safari browser on Mac computers works with its iCloud storage service. In the case of Apple, Web pages open on other machines logged in with the same account can be easily accessed.

One of the biggest changes with Windows 8 is the disappearance of the familiar start button at the lower left corner of the screen. It has been used to pull up a menu of applications and settings, and to shut down or restart the computer. Instead, people will have to swipe the edges of the screen.

There will be a new screen filled with a colorful array of tiles, each leading to a different application, task or collection of files.

Reached off stage, Ballmer was asked by The Associated Press whether there was any chance of bringing back the start button.

"You've got a whole screen as a start button," he said, referring to the screen of tiles.

At least one PC maker is restoring the start button in an effort to minimize the potential frustration caused by Windows 8's new look. Samsung Electronics Co. has announced models in which it built its own, optional start button that could be used to pull up a menu of applications.

During the presentation, a Microsoft executive had noted that the start button was something people had to get used to when it was first introduced, suggesting that people will get used to the new tile format, too.

Ellen DeGeneres to receive top humor prize in DC

WASHINGTON (AP) ? Some of the nation's top comedians hailed Ellen DeGeneres as a trailblazer Monday night as she received the nation's highest humor prize.

The Kennedy Center is awarding DeGeneres the Mark Twain Prize for American Humor. The show will be broadcast Oct. 30 on PBS stations.

On the red carpet before the show, DeGeneres said she doesn't see herself as political with her comedy, even though she's been a trailblazer.

"I just want to make people happy and make people laugh," she said.

Coming out on TV 15 years ago feels like another life, she said.

"I did it because it was the right thing for me to do," said DeGeneres, who is being honored as the nation's top comedian 15 years after nearly losing her career . "It was the right thing for me to do to not live with shame. I happened to help a lot of people, and it happened to create a ruckus."

Jimmy Kimmel called it a milestone.

"For a lot of people, Ellen is their only homosexual friend," he said. "She's there in their living room every single day."

Sean Hayes said DeGeneres made his former show, "Will and Grace," possible. He said her "fearlessness" was her biggest contribution.

"She's the one who went in there with a machete" and cleared the way for other shows with gay characters such as "Glee," said "Glee" star Jane Lynch.

"Look where she is today," Lynch added.

Kristin Chenoweth said DeGeneres has always remained kind.

"She's not a mean girl comic," she said.

When DeGeneres first heard she was receiving the same honor that Bill Cosby, Tina Fey and Will Ferrell won in recent years, she joked, "It really makes me wonder ... why didn't I get this sooner?"

DeGeneres, 54, began her career as a comedy club emcee in her native New Orleans. After a performance on Johnny Carson's show in 1986, he invited her over to his desk to chat. She was the first female comedian to receive that invitation from Carson.

Turning to acting, DeGeneres landed sitcoms on Fox and ABC, eventually starring in "Ellen" from 1994 to 1998. She broke new ground and a taboo in 1997 when she came out publicly as a lesbian and her TV persona then became the first lead character on prime-time TV to reveal she was gay. A record 46 million viewers watched the episode.

The show began to tank, though, and was canceled a year later. The feeling of rejection was enough to send DeGeneres into a depression. Still, "Ellen" paved the way for future shows to feature gay characters, from "Will and Grace" to "Modern Family."

DeGeneres came back with a CBS sitcom, movie roles and even a stint as an "American Idol" judge. Forbes magazine has ranked her as the 47th most-powerful woman in the world and estimated her earnings at $53 million last year.

Her hit talk show that debuted in 2003 is now in its 10th season. Among other achievements, that's where she eventually persuaded President Barack Obama to dance.

"She's brilliantly shined a light on society, and that's what Mark Twain did," said Cappy McGarr, an executive producer for the Mark Twain Prize show, when the award was announced in May.

The prize honors comedians in Mark Twain's tradition of satire and social commentary. Past winners include Steve Martin, Lily Tomlin and Whoopi Goldberg.

Detroit boosters say they're putting the mo' back in Motown

DETROIT (Reuters) - When Jeanette Pierce moved into a downtown Detroit high-rise seven years ago, she could always count on getting into The Well, a local bar with wood-paneled walls, dartboards and an X-Box in the corner. Now she can barely squeeze in.

"There could be a line with as many as 150 to 175 people at the bar," said Pierce, 31, co-founder of a nonprofit that promotes Detroit. She's wistful for the nights when just 50 patrons would show up.

Pierce's neighborhood is an example of the renaissance and growth seen in a handful of areas in Detroit, a city whose overall fortunes and population have tumbled, especially in the last decade with the contraction of the American auto industry.

City officials and business leaders, who bristle over media fixation on crime and budget misery, are hoping to turn attention to Detroit's green shoots: bustling restaurants, community gardens and long waiting lists for apartments.

Last month the nonprofit Detroit Regional News Hub, which connects journalists to people and organizations involved in rebuilding the city, held a promotional day-and-a-half event. "Transformation Detroit" featured talks by city officials, including Mayor Dave Bing, business owners, real estate developers and others invested in the city's recovery.

Among them was Blue Cross Blue Shield of Michigan, which recently finished moving 3,400 employees who had been based in the suburb of Southfield to a complex of five buildings huddled near the Detroit River.

The city is also home to 1,400 gardens tended by 15,000 to 20,000 mostly volunteer gardeners, said Rebecca Salminen Witt, president of the Greening of Detroit. The 23-year-old nonprofit agency seeks to reclaim open spaces and restore the local ecosystem through tree planting and urban agriculture. The produce - 200 tons are harvested each year - is distributed to the community and sold at neighborhood farmers' markets in Detroit, and the income is plowed back into the collaborative.

The event was partly sponsored by the Detroit Economic Growth Corporation, a nonprofit whose board is appointed by city officials.

"We have to create the kind of environment to make people stay," Bing, a Democrat elected three years ago, told reporters. "We're well on our way to doing that."

GROWTH IN SMALL POCKETS

Detroit's rebirth is concentrated in a handful of areas, chiefly downtown and midtown, near Wayne State University. Growth to the northeast is spurred by an increasing Bangladeshi community.

But most of the city's neighborhoods are still losing residents due to few job prospects, poor schools and high crime.

In 1950, Detroit was the fifth-largest American city with more than 1.8 million people. By 2010 its population had fallen to about 713,000, its lowest level in a century.

From 2000 to 2010, Detroit's population shrank 25 percent, according to census data, hurt by jobs losses in the U.S. auto industry and an exodus of black residents to the suburbs, drawn by better schools, lower crime, and housing made more affordable because of mortgage foreclosures.

Fewer people mean less tax revenue for key services and less social stability. From 2005 to 2011, Detroit had at least 70,000 foreclosures, according to Data Driven Detroit. The city's unemployment rate in August was 10.7 percent, well above the national rate of 8.1 percent.

"What we see now is the effect of massive numbers of mortgage foreclosures and very high unemployment and a great deal of outmigration," said Margaret Dewar, a professor in the University of Michigan's urban and regional planning program.

Since 2007, Detroit has closed about half its schools. Almost 20 percent of its students drop out. Crime is down 1.6 percent this year, but the homicide rate is up 5.2 percent.

The city's financial woes accelerated this year as its $260 million deficit became too much to handle. This led to a rescue deal in April that gave the state of Michigan more control over the city's finances. This summer, Bing cut city workers' paychecks by 10 percent to prevent the city from running out of cash by mid-October.

BLIGHT VS. LIGHT

Much of Detroit's progress is the work of local businesses and nonprofits like Grandmont Rosedale Development Corporation that function largely outside city hall. Since 1989, Grandmont has bought, renovated and resold 75 homes in the Rosedale Park Historic District, 20 of them in the last two years.

Joe Kvoriak and his wife, Keara, both 29, bought one of those homes in August 2010, a 1,700 square-foot, three-bedroom home for $70,000. On their first day, two neighbors brought over fresh flowers picked from the yard.

"I knew from that point on, we'd made the right choice," Joe said.

Bing's revival plan for Detroit includes repairing the 40 percent of the street lights that are broken, bringing light rail to the city and demolishing many of the city's 40,000 abandoned homes.

John George, executive director of the Motor City Blight Busters, considers such homes a neighborhood's nightmare, lowering property values and inviting occupation by drug dealers. Bing's goal is to knock down a quarter of the derelict houses by the end of 2013. So far, 3,000 have been bulldozed.

City officials, business and nonprofit leaders acknowledge the depth of the challenges they face. In Brightmoor, once a vibrant working-class neighborhood for low- and middle-class families, about 65 percent of residents are below the poverty line.

But residents here also take care of a flourishing community garden amid rows of empty homes, some without roofs.

About 350 people in the area are involved in improvement projects, including an effort to move elderly residents from isolated spots to nicer areas of Brightmoor, said Kirk Mayes, executive director of the Brightmoor Alliance.

"We recognize that there are some very stark challenges," says Mayes, but he pointed to the gardens as examples of "spaces that inspire hope. We're not going to quit."

Microsoft Has Big Problem With Windows 8 - Business Insider

Microsoft is launching its new operating system, Windows 8, this week.

Windows 8 is a radical departure for anyone who has used Windows in the past two decades. The new interface is designed primarily for touch-screens. And based on some anecdotal responses from those who have tried it ? professional reviewers and normal people alike ? it's not exactly love at first sight.

SAI's Matt Rosoff reviewed a preview version of Windows 8 a couple of months ago. He found it "needlessly confusing and hard to use."

The AP said the new OS interface "baffles" consumers.

The New York Times' David Gallagher invited 5 people to try Windows 8 and filmed them while they did so. One of the five people seemed to like the look of the design ("Awesome." "This is so cool."). But figuring out how to actually go about doing things seemed to confuse the hell out of everyone ? including the person who liked the design.

I've never used Windows 8, so all I know about it is what I've seen in this video and read in a couple of reviews. One thing I can tell you I already hate about it, though, is the apparent need to manipulate it by touching your laptop screen.

Yes, I'm quite fond of fondling the screen of my iPhone. And I have no problem touching the screen of an iPad. But I never touch my laptop screen, and I hate it when other people touch my laptop screen. I don't want to have to remove my hands from my keyboard to touch my laptop screen. And I really don't want to have to touch a button on the screen to send a new email, which is what David Gallagher of the New York Times told one of the people in the video they had to do. I like my mouse-pad, and I don't want to have to lift my hand up and touch "buttons" on my screen.

I gather there's a "normal view" or something that gets you back to the friendly old Windows 95 start screen again (at least I hope there is). And I gather Windows 8 is really written for tablets and maybe it will be great on those. But...

I've already made the jump to Mac, which was painful ? every minute I have to spend learning how to use a new tool is a minute I could have spent actually working ? so I'm presumably not the target customer for Windows 8.

But one thing I would worry about if I were Microsoft is this:

Now that it will apparently require a lot of effort to learn how to use Windows 8, many Windows users who have always been tempted to try Macs but haven't because they don't want to learn a new system now have a perfect excuse to finally make the jump... because even if they stay with Windows, they're going to have to learn a new system.

In short, it seems like Microsoft's taking a big risk here.

If people love Windows 8, and Microsoft can stem its loss of share in the PC market and start winning some share of the tablet market, great.

But if they're confused and befuddled, Microsoft will be in an even tougher position than it already is.

CN Rail reports modest rise in third-quarter earnings

TORONTO (Reuters) - Canadian National Railway Co , Canada's largest rail operator, posted a modest increase in quarterly profit on Monday as revenues climbed for all its business segments, and affirmed its full-year forecast despite its caution over the economy.

CN also said it will put its strong balance sheet toward a C$1.4 billion ($1.41 billion) share buyback program, in which it will purchase up to 18 million common shares.

Edward Jones analyst Brian Yarbrough said that, overall, the results represent "just an OK quarter," with some positive notes. "I will say that the share buyback for C$1.4 billion is a positive number - that's pretty big," he said.

The Montreal-based company also maintained its guidance for 2012 earnings per share growth of 15 percent over 2011 and free cash flow generation of about C$1 billion.

"Given the weak economic context, however, we certainly have our work cut out, and the expectation of reaching the upper end of our guidance is not a foregone conclusion," said Chief Financial Officer Luc Jobin on a conference call with analysts.

CN said it would not issue forecasts for 2013 until it releases fourth-quarter results, due to economic unpredictability.

"While cautious about the strength of the economy, we see continued opportunities to grow our business in the longer term," Chief Executive Officer Claude Mongeau said in a statement.

"CN expects to increase revenues slightly faster than general growth in the North America economy and to accommodate this growth at low incremental cost," he added.

PETROLEUM AND CHEMICAL STRENGTH

For the third-quarter, net income rose to C$664 million, or C$1.52 a share, from C$659 million, or C$1.46 a share in the same period a year earlier.

Analysts, on average, expected earnings of C$1.51 a share on revenue of C$2.53 billion, according to Thomson Reuters I/B/E/S.

Revenue in the quarter increased 8 percent to C$2.5 billion, while car loadings rose 3 percent.

Petroleum and chemical shipments led revenue growth, with a 15 percent gain, due largely to higher shipments of crude oil from western Canada. In the quarter, crude oil volume rose to a run rate of 40,000 carloads on an annualized basis.

Revenue for coal shipments rose 13 percent, while grain and fertilizer revenue climbed 10 percent and automotive revenue was up 9 percent.

CN's operating ratio, which measures operating costs as a percentage of revenue, increased by 1.3 percent to 60.6 percent. The lower the number, the more efficient the operation.

Operating expenses rose 10 percent to C$1.5 billion on higher labor and benefit costs, the company said.

Mongeau repeated to analysts on a conference call his publicly expressed concern that increased regulation could hurt the rail industry.

The federal government is drafting legislation that could impose service contracts between railroads and freight customers and give greater recourse to shippers in disputes with railways.

Mongeau argued such regulation was unnecessary, but if new rules were to be introduced, they should focus on mediated solutions with intervention only by the Canadian Transportation Agency.

"We don't think regulation is the right way to go. But if we do have regulation, we hope the government will not fall for the advocacy and the anecdotes, that they will follow the advice that I am providing," he said referring to industry association criticism of rail service levels.

Shippers want the right to call third-party arbitrators and say that legislation is needed to give shippers the service levels they need.

As of Monday's close, CN shares were up about 16 percent over last year.

Olympic swimming star Missy Franklin commits to Cal ...

BERKELEY, Calif. (AP) ? Olympic star Missy Franklin has verbally committed to attend the University of California, ending the pursuit of one of the most sought after swimming recruits.

"Committed to swim at Cal Berkeley! I am officially a baby Golden Bear?????? I am so honored to be a part of such a special team! (hash)GoBears," Franklin tweeted Saturday.

Franklin will be reunited with Cal coach Teri McKeever, who directed the U.S. women's team at the London Olympics, where Franklin won five medals. The 17-year-old won the 100- and 200-meter backstroke events, earned gold medals in the 400 medley and 800 freestyle relays, and a bronze in the 400 freestyle relay.

Franklin will join Olympic teammate Rachel Bootsma on the Bears. Natalie Coughlin and Dana Vollmer, two of her other Olympic teammates, starred at Cal.

Franklin, a senior at Regis Jesuit High in Aurora, Colo., had made earlier recruiting visits to Georgia and Texas. As a result of her decision, Franklin won't make a scheduled visit to Southern California.

Cal can't comment on the commitment until Franklin signs a letter of intent.

Franklin only plans to swim collegiately for her first two years, and then will turn pro in 2015, ahead of the 2016 Rio Olympics, according to Swimming World.

Spiced Pumpkin Hot Chocolate

Welcome to Weekend Quickies?quick recipes that won?t cut into your weekend relaxation time. Today?s ridiculously easy recipe is brought to you courtesy of my last recipe, Mary?s Pumpkin Walnut Muffins, and more particularly by the half cup of pumpkin that is left over from a 15-ounce can after you make that recipe. Here?s a delicious drink that uses that leftover pumpkin and takes only about 10 minutes to prepare.

Imagine pumpkin pie and hot chocolate all mixed up together and poured into a mug and you?ve got this drink. Actually, it tastes better than that sounds! It?s spicy and sweet and warming on a chilly October day. I dressed mine up with a little foamy soymilk that I whipped up with a simple milk frother. It doesn?t work well with all soymilks, but the store-brand vanilla soymilk that I used foamed up quickly and even made little whipped cream-like peaks. You may have to test several brands before you find one that foams up that thick (hint: Silk Vanilla in the aseptic boxes does not work).

Also, if it?s not ?curl up with a hot drink? weather in your neighborhood, you can easily turn this beverage into a pudding with the addition of corn starch and a few extra minutes of cooking time. See the notes in the recipe for more details.

Notes

You can easily take this from a beverage to a dessert by making it into pudding. Add 2 1/2 tablespoons of cornstarch to the mixture in the blender and blend well. Heat on the stove or in the microwave, stirring constantly (or once every minute in the microwave), until it boils and thickens. Pour into 4 dessert bowls and refrigerate until set.

Turkey fires on Syria in retaliation incident: state TV

BESASLAN, Turkey (Reuters) - Turkey's army fired on Syria on Friday after two shells launched from Syria landed in Turkish territory, Turkish state broadcaster TRT reported, underlining how tension between the two neighbors remains dangerously high.

TRT did not specify where the incident occurred and no further details were available. There were no reports of any casualties resulting from the exchange of fire.

Turkey has carried out a series of retaliatory strikes against President Bashar al-Assad's forces fighting rebels along the border since Syrian shelling killed five Turkish civilians in a Turkish frontier town at the start of October.

Syrian rebels clashed with Assad's troops in a town near the Turkish border province of Hatay on Friday ahead of moves to broker a brief ceasefire, a Reuters witness said.

A large plume of smoke could be seen rising from the Syrian town of Haram after an explosion around midday (0900 GMT). The morning was punctuated by sounds of small blasts and gunfire, said witnesses in the nearby Turkish village of Besaslan.

Turkish Foreign Minister Ahmet Davutoglu called on Friday for all sides involved in the Syrian conflict to observe a ceasefire during the Islamic Eid al-Adha festival next week.

U.N.-Arab League envoy Lakhdar Brahimi is expected in Damascus later in the day to try to broker that ceasefire.

Palestinian push for U.N. upgrade likely to succeed: Jeremic

UNITED NATIONS (Reuters) - The Palestinians' push for upgraded status at the United Nations is likely to succeed, the president of the U.N. General Assembly said on Friday, while warning the United States against cutting U.N. funding over the issue.

Having failed last year to secure full U.N. membership due to U.S. opposition, Palestinian President Mahmoud Abbas said last month he would ask the 193-nation General Assembly to approve a less ambitious promotion of the Palestinian Authority's observer status to "non-member state," like the Vatican. It is currently considered an "entity.

Vuk Jeremic, the Serbian president of the General Assembly, said Abbas was consulting with U.N. member states and was expected to call for a meeting on the Palestinian issue as early as next month, shortly after the November 6 U.S. presidential election.

"Most people expect that it is going to be the second half of November," the 37-year-old former Serbian foreign minister told Reuters in an interview.

"If they decide to go for it after these consultations, which is what President Abbas announced in his speech in September, most people expect that this is going to pass."

The United States and Israel have warned the Palestinians against seeking a status upgrade, suggesting that it could have financial implications for the Palestinian Authority.

U.N. diplomats and officials say they are also worried about a possible reduction of U.N. funding from the United States, which supplies 22 percent of the regular U.N. budget.

Jeremic said he did not want to lecture Washington, but voiced concern about a possible suspension U.N. funding due to the Palestinian issue, which he said would have "dire financial implications" for the United Nations.

"I don't think this would be in the interests of the United States to cut the financial aid, but I am not in a position to say to the United States what is it they should do," he said. "They know what is best for them, and that's what they are going to do."

The U.S. Congress froze some $200 million in much-needed financial aid to the Palestinians after they took their statehood campaign to the United Nations last year. Western officials say further aid reductions are likely, along with a possible freezing of U.N. funding.

The United States cut funding to the U.N. education and science agency, UNESCO, last year after it admitted the Palestinians as a full member.

A 1990s U.S. law prohibits U.S. funding to U.N. organizations that grant full membership to any group that does not have "internationally recognized attributes" of statehood.

Jeremic stressed that the Palestinians were not seeking U.N. membership, but to be recognized as a "non-member state."

Such an upgrade could nevertheless be uncomfortable for Israel. Being registered as a state rather than an entity would mean the Palestinians could join bodies such as the International Criminal Court and file complaints against Israel for its continued occupation.

The Palestinians need a simple majority for the upgrade, but predict that between 150 and 170 nations out of the 193 U.N. member states will vote in favor.
