APNewsBreak: Librarians to help with health law

CHICAGO (AP) ? The nation's librarians will be recruited to help people get signed up for insurance under President Barack Obama's health care overhaul. Up to 17,000 U.S. libraries will be part of the effort to get information and crucial computer time to the millions of uninsured Americans who need to get coverage under the law.

The undertaking will be announced Sunday in Chicago at the annual conference of the American Library Association, according to federal officials who released the information early to The Associated Press.

The initiative starts Oct. 1, when people without health coverage will start shopping for insurance online on new websites where they can get tax credits to help pay the cost. Low-income people will be enrolled in an expanded version of Medicaid in states that adopt it.

About 7 million people are expected to sign up for coverage in the new marketplaces next year, but the heavy emphasis on the Web-based portals puts anyone without access to a computer at a disadvantage.

Libraries equipped with public computers and Internet access already serve as a bridge across the digital divide, so it made sense to get them involved, said Julie Bataille, spokeswoman for the U.S. Centers for Medicare and Medicaid Services.

"Libraries are a tremendous resource for people in their communities," Bataille said. "They're already a destination many individuals go to when they're seeking out information and understanding on a variety of issues."

Libraries also have public spaces where meetings can be held. And they already provide health information to 28 million people a year via public access computers, according to the Institute of Museum and Library Services, a federal grant-making agency, which will coordinate the new effort with CMS. The two federal agencies also worked together during the rollout of the Medicare prescription drug benefit, experience that should help with this effort, Bataille said.

Libraries will be particularly important in conservative states that aren't making much effort to promote the health law's opportunities.

In Texas, the Dallas library system's home page has linked to HealthCare.gov ? the revamped federal website that is the hub for health law information. Embedding the widget on their sites is another way some libraries may choose to get involved, said Susan Hildreth, director of the Institute of Museum and Library Services.

Some libraries may decide to set aside some public computers for people seeking health insurance or extend time limits on computers, Hildreth said. Some may work with community health centers on educational events. Those will be local decisions with each library deciding how to participate.

The Institute of Museum and Library Services is contracting with the Online Computer Library Center to develop an online toolkit and training webinars for librarians, Hildreth said. Librarians are likely to get questions on the health law from the public.

"Frankly whether we're prepared or not, it's going to happen, so the best way for us to serve the public is to prepare ahead of time," Hildreth said.

Lissa Staley, a librarian in Topeka, Kan., specializes in health information, and already is helping people figure out their insurance options.

"I talked to a woman this morning who said, 'I'm a single mom. I make too much money to qualify for Medicaid and my employer will only let me work part time.' I gave her my card and we're going to sort through some of her options," Staley said.

"It's never just a straightforward question," Staley said. "It's always a life story and we help sort through the pieces of where we can help."

Countdown To The Eisners ? Best Writer - Bleeding Cool Comic ...

A good writer can juggle several different titles at once, while making sure the quality never diminishes. A great writer can do all of that while still making every single deadline. The following six writers all have something in common; they?re the best of the best of the best, sir! (With honors!) All six individuals, all men, are highly respected in the industry and put in that extra elbow grease required when burning the midnight oil, just to get some of our favorite titles out on time while maintaining excellence. Today I?ll be focusing on the Best Writer category. If you need a reminder of what?s been nominated, you can find the entire list right here, and see what I chose last time right here.

Keep in mind I cannot vote for who wins (nor can you, probably), as per the rules. However, that?s not keeping me from being vocal regardless!

Who is not eligible to vote?

  • Comics press or reviewers (unless they are nominees)
  • Non-creative publisher staff members (PR, marketing, assistants, etc.)
  • Fans

Before I get back to writing my upcoming graphic novel How To Right Comics so I can be eligible for next year, let the games begin!

Best Writer

Ed Brubaker, Fatale (Image)

What makes a series like Fatale so great is the collaboration between Brubaker and Phillips. Both men have been attached at the hip on different successful projects for years, and together they have the formula of producing amazing comics down cold. Brubaker in particular really knows how to walk the fine line of pulp, noir, and science-fiction that makes Fatale so captivating across several demographics.

Matt Fraction, Hawkeye (Marvel); Casanova: Avaritia (Marvel Icon)

No one could have predicted how successful Hawkeye would be, and one of the main reasons it?s been such a hit with the fans is because of Matt Fraction keeping things fun. The right amount of humor mixed with the action gave new life to the character of Clint Barton, and the fact that Fraction keeps things in New York rather than around the world is a huge relief for those not wanting to get mixed-up with several decades of character continuity.

Brandon Graham, Multiple Warheads, Prophet (Image)

Science-fiction comics feel so clich? and overdone nowadays with the same looking ships, the same alien races, and the same survival of the species mentality. Enter Brandon Graham to change the landscape entirely and make everything feel so fresh and, well, alien! He took a forgotten about series, Prophet, and made it a must-read month after month with a bold new direction. Then he goes and creates his own quirky and fantastic universe in Multiple Warheads. The man has some great ideas, and a tremendous imagination.

Jonathan-Hickman Jonathan Hickman, The Manhattan Projects (Image)

As The Manhattan Projects rolls on, so does the complex and intricate alternate universe that Hickman has set-up featuring some of history?s biggest scientists. Entertaining as it is extraordinary, Hickman has always been known for his big ideas that pay-off further down the line. Hickman is a master at his craft, and definitely should be on everyone?s radar by now.

Brian K. Vaughan, Saga (Image)

After quite the vacation from comics, Brian K. Vaughan returns during a time of events and gimmicks to dazzle the masses once more with Saga, reminding us that great stories are alive and well in the medium. Making his new series accessible to almost everyone, Vaughan and Staples scored major points with fans with the new characters and settings, and for keeping on a reasonable schedule.

Frank M. Young, The Carter Family (Abrams ComicArts)

Frank M. Young did a tremendous job with the endless hours of researching the Carter family, and telling the tale not that many of us were ever familiar with. While the story progressed and years passed Young made sure that the reader was able to follow, as he constantly mentioned dates, previous events, and who was related to who in what way.

Jonathan-Hickman2Who I think should win:
Jonathan Hickman, The Manhattan Projects (Image)

Jonathan Hickman has come very far in his comic book career, and it makes me happy to see him get the nomination for his Image work opposed to his Marvel work. I?m in no way diminishing what he?s done for Marvel, but the attention to detail and energy he puts into his own original works consists of some powerful stuff and humongous ideas. It all seems farfetched and bizarre at times, but then Hickman pulls the rug out from underneath you and suddenly you?re simply wowed at how he brought it all together.

His writing is intelligent, his imagination is limitless, and it feels like his great ideas never stop coming at you.

Who I think could win:
Brian K. Vaughan, Saga (Image)

The comics industry is extended gutters and the gutters are full of events and when the drains finally scab over, all the variant covers will drown. The accumulated gimmicks of all their sex and murder will foam up about their waists and all the fans and comic editors will look up and shout ?Save us!?? and Brian K. Vaughan will look down and whisper ?Okay!?

Vaughan came back and made comics fun again. Albeit a little raunchy at times, but still damn entertaining nonetheless. This was the shot in the arm both the industry and fans needed.

Who I think should have been nominated:
Jeff Lemire, Lost Dogs, The Underwater Welder (Top Shelf), Animal Man (DC), Sweet Tooth (DC/Vertigo).

Jeff Lemire goes and has a tremendous 2012, and doesn?t get one nomination in any of the Eisner categories. Something is tremendously awry here.

Cavs coach Mike Brown said Bennett will have to compete for playing time

INDEPENDENCE ? No. 1 overall draft pick Anthony Bennett and young Cavaliers veteran Tristan Thompson are both from Toronto and both play power forward.

Coach Mike Brown doesn?t care.

?They?ve got to go out and compete,? Brown said Friday afternoon during Bennett?s introductory press conference at Cleveland Clinic Courts. ?They?re both competitors.

?They might be buddies, but at the end of the day, when they cross that line, they?ve got to get after it, not only to make themselves better as individuals, but to make the team better.?

Thompson, the No. 4 overall pick in 2011, looked like a possible bust as a rookie, but came on strong in 2012-13 when Anderson Varejao went down with an injury a third of the way through the season.

The long-limbed, 6-foot-9 left-hander, who is not a close friend of Bennett?s, wound up averaging 11.7 points and 9.4 rebounds. He also developed an unorthodox but highly effective right-handed push shot from 10 to 12 feet while appearing in all 82 games and shooting .488 from the field and .608 at the line.

?We?re going to become best friends,? Bennett said. ?He?s my go-to guy because he?s from Canada.?

Bennett, who is 6-7 or 6-8 depending on who is asked and currently heavier than his listed 240 pounds, is a much better shooter than Thompson and can put the ball on the floor a bit, but the knock on him is he?s a bit of a tweener (too small for power forward and not athletic enough to play small forward).

General manager Chris Grant said Thursday night after drafting the UNLV freshman that Bennett could see some time at small forward, but confirmed his best and most natural position is power forward.

That?s OK with Brown, who loves competition in practice.

?It?s great to be able to have depth in all areas on the floor,? the second-time Cavs coach said. ?Anthony is a guy who has definitely added that for us.

?I like the fact he is versatile. He?s different than the bigs we have, so we can use him in a lot of different ways.?

Bennett averaged 16.1 points and 8.1 rebounds in his one season at UNLV, where he earned first-team All-Mountain West Conference honors.

Not bad, considering he didn?t start to embrace the game until he was a teenager.

?I was just playing around, wasting time,? said Bennett, adding he started taking the game more seriously when his family moved from Toronto to Brampton, an undeveloped suburb.

?I just started growing. Everybody was like, ?You should play basketball.? I was like, ?All right, I?ll give it a shot.? Look at me now.?

Bennett didn?t look much taller than 6-6 Arizona State swingman and No. 33 pick Carrick Felix when they stood side by side at the press conference, but the 20-year-old?s long arms, strength and offensive skills made him a dominant player in college.

?I?m versatile,? he said. ?I can go inside and out. I can rebound. I?m unselfish. I don?t play with agendas. I just want to help the team get wins.

?The one point of my game I need to get better at is defense.?

Bennett will have to do that under Brown, as will No. 19 overall pick Sergey Karasev (6-8, 202), a 19-year-old swingman who was not at Cleveland Clinic Courts because he returned to his native Russia for a game.

Brown, who coached the Cavs for five seasons before being fired in 2010, preaches defense first, second and third, as his newest players will quickly learn.

Asked about Bennett and Karasev?s lack of prowess in that area, Brown referenced two former Cleveland players also not noted for their abilities on that end of the floor.

?I?m not trying to throw these guys under the bus ? I?d say it to their face,? the coach said. ?We had Damon Jones and Donyell Marshall here and we were one of the top defensive teams in the league.?

After the laughter had subsided, he added, ?These guys will figure out how to get on the floor. If they can?t figure out they?ve got to play defense, they?ll be doing what they?re doing now (sitting next to the coach).?

The message had been sitting in the inbox, unopened, for months. But it could no longer be ignored. The coalition at last conceded on Thursday that the taxpayer-funded project to bring decent broadband connections to the countryside won't be finished until 2017, two years behind schedule.

Even if that new deadline is met, bringing a third of Britain out of digital limbo will have taken a painfully long seven years from policy declaration to delivery.

Those close to the government's Broadband Delivery UK body have been warning for months that it was off track. The original deadline of 2015 looked hopeless. Of the 41 contracts due to be awarded by local councils in England, 17 have yet to be signed. Just three are due to complete in 2014. Those signed most recently have a target date of 2016 or later. There are 5m homes that cannot get access to the 2?megabits per second speed considered a minimum for the modern internet.

No access to basic broadband means paying the BBC licence fee without being able to watch the iPlayer or any other video online. It means your children struggle to complete homework. For those running a small business, or working from home, trade is held back by lack of access to technology.

Critics blame a process that was dressed up as an open competition but skewed to ensure only BT could win. Certainly, the firm has scooped up all contracts signed so far. With only one bidder and public buying power dispersed over 41 separate tenders, the ability to ensure value for money is limited.

The Treasury is promising a shakeup. If that is so, the arrival in December on the Tory frontbenches of BT chief executive Ian Livingston, who has a fortune tied up in shares in the former state monopoly, sends a mixed message.

Ouya looks to make a dent in game console market

NEW YORK (AP) ? Ouya, maker of a bite-sized game console that runs Google's Android operating system, wants to take a bite out the video game triumvirate of Microsoft, Sony and Nintendo.

The console, which went on sale Tuesday for $100, lets players try games for free before buying them, a selling point Ouya (pronounced oo-yah) CEO Julie Uhrman often makes to underscore that gamers who use consoles made by "the big three" can't test games before they spend as much as $60 to purchase them.

"We are definitely disrupting the console market," Uhrman says. "I mean, there's been no startup that has had a meaningful impact on the market in decades, and we're the first. We offer something different."

So far, Ouya's pitch seems to be working. The underdog console had sold out on Amazon.com and on Target's website by Tuesday afternoon. It is available at other outlets, including Best Buy and GameStop.

The Ouya game cube measures about 3 inches on each side and hooks up to a TV set. The console comes with a single controller. Additional controllers cost $50.

There are nearly 180 games available for Ouya, ranging from the likes of "Crazy Cat Lady" to the more established "Final Fantasy III" from Square Enix. The company says more games are on the way. There are also some non-gaming apps, such as online music service TuneIn Radio.

The games are sold through Ouya's storefront, not Google Play, the app store where people buy games for Android tablets and mobile devices. Pricing is left up to individual game developers; many games are in the single digits. "Final Fantasy" is an exception at $16. Ouya takes a 30 percent cut from the game developers.

While you won't find "Grand Theft Auto IV" or the latest "Call of Duty" among the available titles, there are plenty of others from independent developers whose games may never make it onto the dominant consoles, Microsoft's Xbox, Sony's PlayStation and Nintendo's Wii.

"I don't think it's ever really going to challenge the big three, but it offers a lot to the more casual gamer," says Anthony Yacullo, a self-described "gadget geek" from Lawrenceville, N.J. Like thousands of other gamers and game developers, Yacullo already has an Ouya. He contributed at least $95 to the company through crowdfunding website, Kickstarter.

"When I'm out on the road for work and come home, I don't want to play 'Call of Duty," he says. Rather, Yacullo says he looks for games more like the ones on his phone ? except he doesn't want to be staring at his phone.

That's where Ouya comes in. Still, the new console is unlikely to present a serious challenge to high-end consoles coming out from Sony Corp. and Microsoft Corp. later this year. Ouya lacks recent blockbuster games with high-end graphics. But at a fraction of the price (the Xbox One will cost $500 and the PlayStation 4, $400), it appeals to budget-conscious gamers, gadget geeks and those looking for an alternative to gaming power-trio.

Gartner analyst Brian Blau says the measure of Ouya's success will not be the number of consoles it sells but the amount of money game developers make ?and whether there is a steady stream of new games for the device. What's missing now, he adds, is the big-name video game brands such as Activision and Electronic Arts supporting Ouya.

That could come later.

The project to build the Ouya console launched on Kickstarter last July. On Aug. 9, 2012, Ouya's funding period ended with $8.6 million pledged, more than nine times the original $950,000 goal its creators had set. More than 63,000 people donated, with 12 pledging $10,000 or more.

"We brought it to Kickstarter because we wanted to know if anybody really wanted this," Uhrman says. "We had talked with developers and industry veterans like (video game designer) Brian Fargo and Ed Fries, who is one of the founders, basically, of Xbox, and there was a general feeling that there was a void in the market place for soemthing. But we wanted to validate it."

This May, Santa Monica, Calif.-based Ouya received another $15 million in venture capital funding from Kleiner Perkins Caufield & Byers, other VC firms, and chip maker Nvidia.

Ouya is not the first independent game console to attempt a challenge to the big three console makers. Four years ago, a startup called OnLive launched, offering games streamed over an Internet connection, similar to the way Netflix offers streamed movies and TV shows. OnLive's small game consoles went on sale for $99 in 2010, but they never gained broad appeal or even made a dent in the traditional console market.

Another early backer, Pedro Amador-Gates, thinks Ouya should "not even go after the consoles," but rather appeal to hobbyists and do-it-yourself folks.

"This is like a baby system compared to an about-to-be upgraded gaming system," he says, referring to the Xbox one and the PS4. But, much like it was with the early cell phone games, "it will only get better."

Bob Corker On Voting Rights Act: 'Cannot Imagine' Congress Restoring It

WASHINGTON -- It's up to Congress to restore the Voting Rights Act after the Supreme Court struck down one of its core provisions on Tuesday. But at least one Republican senator is already warning people not to hold their breath.

Sparking outcry among Democrats, the Supreme Court on Tuesday struck down the Voting Rights Act requirement that certain states and localities get advance permission from the Justice Department before making changes to their election processes, on the grounds that those areas have a history of discrimination. The court ruled that Section 4 of the 1965 law was based on an outdated formula and handed Congress the monumental task of coming up with a new one.

Sen. Bob Corker (R-Tenn.), for one, didn't hesitate when asked about the likelihood of lawmakers coming together to restore the Civil Rights-era law.

"In fairness, I doubt that will ever happen," Corker told The Huffington Post. "I just cannot imagine -- I'm just being honest -- Congress ever coming to terms with what they could agree on."

Corker conceded he hadn't spent much time reviewing the court ruling. Still, he said he expected it will have "a pretty big impact" because Congress probably won't do anything in response to it. The problem isn't partisanship, he said, but that a fix would require lawmakers pointing out other lawmakers' problems with racial discrimination back in their localities or states.

"In essence, what I guess would be occurring ... [would be] one group of folks would have to be saying another group of folks have some tendencies in a direction that are not good," Corker said. "I don't know that in 2013 I see that happening."

Other senators said they were at least hopeful, if not somewhat optimistic, that Congress could revive features of the Voting Rights Act.

"I certainly hope that we can," said Sen. Bernie Sanders (I-Vt.). "It's a disastrous ruling."

"Yes," said Sen. Roy Blunt (R-Mo.), after pausing for a few seconds, when asked if he has confidence that lawmakers could come up with a new Voting Rights Act plan.

Nine states were fully covered under the law until Tuesday's ruling: Alabama, Alaska, Arizona, Georgia, Louisiana, Mississippi, South Carolina, Texas and Virginia. In contrast to Democrats' outrage over the ruling, Republican senators from some of those nine states celebrated the decision as a sign that their states are no longer being singled out as hotbeds for racial discrimination at the voting booth.

"I'm just not aware of any discrimination of that kind," said Sen. Jeff Sessions (R-Ala.). "And if it happens, I have no doubt that the Alabama attorney general would prosecute it or the U.S. Department of Justice will."

Sessions said there is a need for laws that guarantee a person's right to vote, but "you don't need a Voting Rights Act if there's not systemic violations." He also dismissed the idea that Shelby County, Ala. -- the county at the center of the Supreme Court case, Shelby County v. Holder -- ever really had a problem with discrimination.

"I don't think [pre-clearance by the Justice Department] should exist in Shelby County," Sessions said. "Shelby County has never had a history of denying votes to my knowledge, and certainly not now."

Similarly, Sen. Lindsey Graham (R-S.C.) said he agreed with the court ruling and said the Voting Rights Act provision that was struck down "is no longer necessary."

"The Supreme Court decision now puts South Carolina on equal footing with every other state in the nation," Graham said. "As a South Carolinian, I?m glad we will no longer be singled out and treated differently than our sister states.?

Sen. Ted Cruz (R-Texas) said the court "rightly decided that the statutory standards used decades ago to subject democratically elected state legislatures to second-guessing by unelected federal bureaucrats no longer survives constitutional scrutiny."

Not everyone was eager to weigh in on the court's decision. At least a half-dozen Senate Republicans said they wanted to read more about it before talking. One senator from a state directly affected by the decision, Sen. Thad Cochran (R-Miss.), said he had no idea what the Supreme Court ruled on.

"What did they do?" Cochran asked.

He wasn't particularly moved, either, after a couple of reporters summarized what the court had handed down.

"I don't have any reaction," Cochran said as he slipped into an elevator.
